I saw a street CC tree do the same last week.
I asked a chestnut buddy about it and had this exchange.

yes, smaller nuts, but viable. Also, if a tree has no pollinator, it
will try again in the fall in a good year."

"Vigorous chestnut trees in areas with long growing seasons will frequently do it. That's my situation. In other cases, trees that have had some type of damage early in the year will play catch-up."
