You can do it upon receiving the root stock which is generally referred to as bench grafting (as you can do it setting at a table or standing at a ) or as dogdoc mentioned you can plant that rootstock allow it to grow to a whatever size you like and then graft your scion onto it while in the ground (called top working). Everybody develops a preference on how they do things and often through trial and error to see what works best for them in their situation. Only time you really cant graft with any success is when the root stock is in complete dormancy, because your scion will dry out before the callus forms.
