Hand cranking tiny white clover seeds

I'm having trouble getting the tiny white clover seeds metered through my hand crank style seeder. The smallest gate setting still seeds too heavily. I can get a decent seed rate by mixing seed with granulated sugar but with sugar at a dollar a pound, this makes for an expensive addition to my costs. Has anyone else experienced/solved this problem?

Mixing saw dust with small seed has worked very well for me when I have had trouble getting the seeder aperture right in the past. With more experience on my seeder (I use the red-colored Earthway chest-mount spin cast seeder) I found that the lower aperture settings work pretty well for small seeds but I always end up walking a lot further doing multiple passes over the seed area since I tend to set the aperture too conservatively -- I don't want to run out of seed before covering the whole area.
