Any idea what the green puffy stuff on this bush is? Leaf fungus??

Looks somewhat like bladdernut. Do they have seeds in the middle?

I agree that it could be bladdernut, but a closer inspection is needed to know for sure. Ask the guy who sent it to look up bladdernut.
