Soil improvement, the hard way?

The chips will help.
My father in law doesn’t think I’ll be able to get anything to grow there. I’m either gonna try pearl millet, buckwheat or sunn hemp. Or maybe a combo of two or all three of them. The area is only about a half an acre or so

Unless its solid rock, you'll be able to grow something...might not be top quality forage, but just having living roots from any plant will help build soil. Sounds like you are in a marathon, not a sprint. It will take time to build OM.

This guy does a bunch of variations, but some plantings straight into wood chips. Very interesting, and the guy has a ton of videos. Careful. It's a rabbit hole ;)
 
It'll grow good once the chips have decomposed, but that will take years. Until then, even winter wheat will be yellow when planted in it. I promise.
 
Completely agree with THE LLC. Rather than spend the money, time and effort with stuff like pearl millet, sunn hemp etc., just put down lime. Long term, you'll be much happier with the results. There will be native vegetation that will establish - blackberry, broomstraw, if there are pine trees around the seed will sprout in it. Just mow it once a year or two and you'll have productive ground quicker than you'll ever get by messing with cereal rye, millet, etc.
