CuddeLink is a closed wireless network that allows cameras to transmit images to the Home camera without using Wi-Fi or cellular service.
But you would need to link the home camera to starlink wifi to get the pics to your cell phone in real time.

Tell us more about the application. Why do you want real-time images to your cell phone? Where are you relative to the camera? What are you trying to accomplish? What is "NEAR"?
