Pump house building

With this cold weather hitting the deep south I have been contemplating building a new enclosed shed around our pump house. What are some ideas yall have in doing so?

concrete pad, stone, or dirt?
insulation/no insulation?
tall enough to stand inside or small enough to be able to climb in and work around?

I have some below ground a couple feet and these hardly ever freeze.And if you really want to make sure just put a light bulb socket in there where you can turn on if it gets cold.I usually use 1 inch or 1 1/2 sheets of foam insulation on walls and roof.Make it 30 inches tall but where you can remove whole building mine are apx 36x36 inches and has a concrete wall about 18 inches deep around outside for building to set on and hold dirt back but shallow enough it's easy to dig under for piping and wires.Mine holds the pressure tank and valves
