Dealing with heavy cover

Whats the best way to seed a food plot into heavy cover? I was hoping to use my fancy ATV drill but theres no way its going to make it through this stuff. One plot is thick Reeds Canary grass, and the other is really thick alfalfa, rye, and weeds which Ive already sprayed with 2-4D and Roundup.

Im guessing throw and mow, but Im afraid of it being too thick and smothering anything I plant. Looking at a brassica mix and oats/rye until I get the other stuff under control.

If the thatch is too thick, you may skip large seeds like oats, rye and wheat. Small seeds like clover, kale, turnips etc should be able to get down far enough to make soil contact for germination.

Maybe give it a try with a combo and run over it with an atv and see what happens. Then frost seed white or red clover late winter
