This is throughout my clover plot. It looks like the carrot tops in my garden.

Queen Annie's Lace (aka Wild Carrot) - only I'm only 88.2% sure, because some other plants can resemble it when young.

Queenannes lace is poisonous and no animal will eat it. Are your deer eating this stuff?

No, and it’s the first I’m seeing it pop up in the clover field. I have sprayed twice for grasses, the second time was because I thought sedge was grass. But I haven’t for broad-leafs.

Several herbicides that would kill it are 2,4-D and glyphosate, and fall is a good time to spray it, but these herbicides will kill your good stuff. Plowing or putting that field into grain for a season are options, but if it were mine I might try imazethapyr 2sl, although wild carrots aren't on the label this stuff is potent on things in the carrot family.
Spot spraying it is a good option if the area is small. Mowing low and often to keep it from seeding would be another option.
In deer plots if I have plenty of acreage I sometimes just ignore weeds like this for a while and eventually switch the field to a burndown followed by rye to clean everything up at one time, because rye suppresses grasses and can be spread with 2 4-D, followed by a new clover seeding.
In limited acreage situations I'd do the spot spray route.

Now someone tells me queen annes lace isn't poisonous, some people just think so because it looks like water hemlock. Anybody volunteer to do a test?

I will test it for you. Hmm, a little bitter but not that unpleasant. Not noticing anything yet, but wait....I didn't know we had pink elephants around here...I'm going to walk ov...&*^VT$UN......... vvvvvvvvvvvvvv

Wait!!! You do know the difference between water hemlock and queen annes???? [ARE YOU OK] could i potentially be implicated as an accessory to a drive by poisoning...
